New York Times article talks about how ballots can be better designed for individuals with vision impairments or limited literacy skills.

They should install Intellitools and Dan Herlihy’s set up. http://alltogether.wordpress.com/2008/11/03/intellivoting/
But they’d still screw it up in a real election. The best adapted tech in the world can be messed up by graphic design that confuses the users instead of guiding them.
At the very least, removing irrelevant information from the ballots helps.
